The Research deals with the administrative functions of the library administrators and the aims of the scientific administration in a library. It also deals with the information specialist , his definitions , qualifications , function and responsibilities. Then the research surveys the technological developments , their application in the libraries and their impact on the role of the information specialist. Finally it comes up with the conclusion that information specialist should cope with the new technological developments adopted in libraries in order to be able to retain his role and achieve the goals of the library in the information society.
