الملخص

نظراً لطبیعتها الفنیة غیر السیاسیة تقبل بعض الوکالات الدولیة المتخصصة فی عضویتها کیانات لم تبلغ الوصف القانونی للدول، وفق اجراءات التصویت المحددة فی مواثیقها. وقد سارت الممارسة الدولیة فی الامم المتحدة، على ان قبول عضویة کیان لیس بدولة المجسد بصفة مراقب فی الامم المتحدة، شرطاً لابد منه لتغییر مرکز هذا الکیان من کیان مراقب الى دولة مراقب غیر عضو، وهذا البحث یتناول هذا التناول القانونی لهذا الکیان
