Abstract
The Abbasid Caliphate was not strong all along, but rather witnessed the dominance of some foreign powers that negatively affected the decision-making center regarding the management of the regions, including Mosul, as it had a great position with the leaders of the authority throughout its long history, due to its geographical location and its civilizational role, which made it the focus of their attention, and this is what the research is trying to clarify, as it had a great presence among them, as some Abbasid caliphs were present there for two reasons: the first was a forced presence, forced upon them after leaving Baghdad and heading to Mosul to solve a problem or to seek help or escape responsibility, and the second was optional, as their presence there may have been a station to reach a certain place, or for the purpose of visiting it, or to establish political or economic control, and this differed between the circumstances of one caliph and
